Verizon iPad 2 uses CDMA and it locked to the Verizon.
AT&T iPad 2 uses microSIM. The following is the tech spec for the GSM Wi-Fi + 3G model: UMTS/HSDPA/HSUPA (850, 900, 1900, 2100 MHz); GSM/EDGE (850, 900, 1800, 1900 MHz).
If you have a regular SIM card like BSNL 3G SIM, you can activate it, and cut it down to the microSIM size. Just make sure to get the AT&T iPad 2.

I live in Russia and I don’t think it is a good idea to buy an ipad in the USA. It is too risky to send it to Russia. And it is a good idea to have a warranty. If you don’t have enough money to buy an ipad in a local store, just buy an Android tablet in China.
